The DRC wants to change the rules of the game in its mining sector. From now on, copper and cobalt concentrates will no longer be able to leave the country without local processing. Through this decision, Kinshasa aims to compel mining companies to go beyond extraction and create more value directly within the DRC.
As the world's leading producer of cobalt and the second-largest producer of copper, the DRC believes its resources should benefit its economy more. The government is therefore focusing on developing a local industry capable of generating more jobs, investment, and public revenue.
The ban took effect immediately. However, exemptions of up to one year may be granted by the Minister of Mines in certain cases deemed strategic.
In parallel, Kinshasa announces a new tax on certain mining by-products to strengthen the mobilization of state revenue.
